O&M manuals meaning

What does O&M manuals mean?
In legal practice, O&M manuals are the bundle of documents handed over at or around practical completion that explain how a building, plant or system is to be operated, maintained and safely managed over its life. The term is descriptive rather than statutory, used across construction, engineering, real estate and facilities management in England and Wales, Scotland, Northern Ireland and Ireland. Typical contents include manufacturer instructions, as‑built drawings and data, commissioning and testing records, planned maintenance schedules, statutory inspection regimes, warranties and certificates, spares lists and key contacts, often now in digital/BIM format. Contracts (for example, JCT or NEC) commonly require O&M manuals and make delivery a condition of practical or final completion, release of retention or certification. Employers, tenants, purchasers, funders and FM providers rely on them in due diligence and ongoing compliance. O&M manuals sit alongside health and safety information required by law. In Great Britain, the CDM Regulations 2015 require a health and safety file; in Northern Ireland, the CDM Regulations (NI) 2016 apply; in Ireland, a Safety File is required under the Safety, Health and Welfare at Work (Construction) Regulations 2013.
