What does ONR Security Policy Framework mean?
In legal practice, this term refers to the Office for Nuclear Regulation’s (onr) suite of security requirements and guidance governing the protection of Sensitive Nuclear Information (SNI) and personnel security across the civil nuclear sector. It is not a term defined in legislation, but a descriptive label for ONR’s expectations issued under and alongside the Nuclear Industries Security Regulations 2003 (NISR 2003), the HMG Security Policy Framework and ONR’s Security Assessment Principles (SyAPs). Key features include SNI classification and handling, personnel vetting and aftercare, access control, physical and cyber/IT security, supply chain assurance, incident reporting and audit. In practice, it underpins Nuclear Site Security Plans and Transport Security Statements, informs security and data-handling clauses in procurement and outsourcing, and provides the benchmark for ONR inspection and enforcement. Usage and requirements are broadly consistent across England & Wales and Scotland under NISR 2003, with a parallel regime in Northern Ireland under the 2003 NI Order. It does not apply in Ireland, although Irish entities handling UK SNI in cross‑border work typically align with ONR expectations. Legacy references (e.g., TRIM Ref 4.4.2.4890.SB1/6) may appear, but current guidance is published on the ONR website.
