What does Operation and maintenance (O&M) manuals mean?
Operation and maintenance (O&M) manuals are the handover pack compiled at completion of construction works, explaining how the completed asset and its fixed building services, plant and equipment are to be safely operated, inspected and maintained. In practice they are a standard deliverable under building contracts (e.g. JCT, NEC) and often a condition of practical completion, handover and final payment. Typical contents include as-built drawings, asset registers, manufacturer’s literature, commissioning and test certificates, statutory certificates, system settings/BMS data, maintenance schedules, warranties and guarantees, and recommended spares. “O&M manual” is an industry term rather than a defined legal concept. However, building regulations in England and Wales (Part L, Approved Document L), Scotland (Technical Handbook, Section 6), Northern Ireland (Part F) and Ireland (Technical Guidance Document L) require the person carrying out the work to provide sufficient information to enable the efficient operation of fixed building services. An O&M manual is the customary means of meeting that obligation. An O&M manual is distinct from (but should cross‑refer to) the CDM 2015 health and safety file. It is a key record for facilities management, statutory maintenance, compliance audits, assignments and subsequent alterations. Usage is broadly consistent across the UK and Ireland.
