What does Operational master plan mean?
In legal and project documentation, an operational master plan (also called an operations master plan or operational management plan) describes how a facility will be run during its operational life—after construction and commissioning and before decommissioning. It is not generally defined in legislation or case law; rather, it is a descriptive term used across infrastructure, energy, transport and large estates. Typical content covers: operational governance and responsibilities; maintenance and inspection regimes; compliance with planning permissions/consents, environmental permits and licence conditions; health, safety and emergency procedures; performance monitoring and reporting; capacity management and upgrades; contractor and supply-chain interfaces; stakeholder and community engagement; change control; and planning for transition to decommissioning. Its practical significance lies in evidencing how the operator will manage legal and regulatory obligations and operational risk throughout the asset’s lifecycle. Lawyers commonly encounter it in procurement and O&M contracts, financing and due diligence, planning obligations, environmental management plans, and (where applicable) safety or regulatory submissions. Usage is broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland, though references to consenting authorities and regulators differ by jurisdiction (for example, the relevant planning authority and environmental regulator in each nation).
