What does PHE mean?
PHE is commonly used in legal documents to denote Public Health England, the former executive agency of the Department of Health and Social Care whose guidance and data were frequently cited in contracts, procurement specifications, regulatory compliance (for example infection control, screening standards) and radiation protection advice (through functions inherited from the former Health Protection Agency (hpa) and National Radiological Protection Board (nrpb)). It is not a technical term defined in legislation; rather, it is a descriptive acronym for a body created administratively following the Health and Social Care Act 2012. Public Health England closed on 1 October 2021. Its health protection functions transferred principally to the UK Health Security Agency (UKHSA) and its health improvement functions to the Office for Health Improvement and Disparities (OHID). In practice, legacy references to “PHE” in contracts, policies and statutory or professional guidance should be read in light of transfer schemes and updated government guidance, with UKHSA or OHID now the relevant authority as appropriate to subject matter. Jurisdiction: PHE related to England. Equivalent public health bodies are Public Health Scotland, Public Health Wales and the Public Health Agency (Northern Ireland).
