PIOI means Plant Item Operating Instruction: a project‑ or site‑specific document setting out how a particular item of plant or equipment is to be used safely, maintained and controlled. Widely used on construction projects.
The term is not defined in legislation or case law; it is an industry expression used in construction contracts and health and safety management systems. A PIOI helps demonstrate compliance with statutory duties (e.g. HSWA 1974 and the NI equivalent, and Ireland’s 2005 Act), with equipment regulations (PUWER/LOLER in GB/NI and the 2007 General Application Regulations in Ireland) and, on construction projects, CDM 2015 and Ireland’s 2013 Construction Regulations.
Typical content covers: plant identification and limits of use; operator competence; pre‑use checks; controls and guarding; set‑up, stability and exclusion zones; isolation/lock‑out; inspection and maintenance; emergency procedures; permit‑to‑work interfaces; and site‑specific risks.
PIOIs are commonly appended to RAMS/method statements, tender submissions, O&M manuals and the health and safety/safety file, and are normally reviewed by the Principal Contractor (GB/NI) or PSCS (Ireland). Failure to produce or follow an approved PIOI can breach contractual health and safety obligations and may evidence negligence. Usage is broadly consistent across the UK and Ireland.
