Priority School Building Programme meaning

What does Priority School Building Programme mean?
A programme in England to rebuild or refurbish schools in the poorest condition, delivered from 2012 in two phases and generating both capital-funded design-and-build projects and privately financed (PF2) PPP schemes with long‑term facilities management. In legal practice, “Priority School Building Programme” (PSBP) is a descriptive term (not defined in legislation) used across construction, projects and procurement work to identify the specific contractual and funding models used for these schemes. PSBP succeeded Building Schools for the Future. It was procured and administered by the Education Funding Agency (now the Education and Skills Funding Agency) on behalf of the Department for Education. The private finance batches used PF2 project agreements with payment mechanisms, lifecycle and handback obligations; the capital batches typically used ESFA-standard employer’s requirements with JCT or NEC design-and-build contracts and limited post-completion maintenance. Although superseded for new projects by the School Rebuilding Programme, many PSBP contracts remain live, with continuing issues around variations, benchmarking/market testing, lifecycle, performance deductions, disputes and handback planning. Jurisdiction: the term is specific to England. Comparable but distinct programmes operate elsewhere (for example, 21st Century Schools and Colleges Programme in Wales; Scotland’s Schools for the Future via Scottish Futures Trust; separate school building programmes in Northern Ireland...

Building Schools for the Future Building Schools for the Future (BSF) was a Labour-led programme announced in 2003 by the Department for Education and Skills (which later became the Department for Education, or DFE), and it launched in 2004. Its purpose included, among other objectives, delivering a step change in children’s education by upgrading facilities, property and learning environments across local secondary schools. BSF was intended to be financed by a £55bn investment to improve schools over a 15–20-year period. Abandon Describes a situation where the contractor halts performing the works for an extended, uninterrupted span of days (eg 20 business days) or for a greater aggregate of non-consecutive days (eg 60 business days) across the project’s duration or within a stated timeframe (eg 12 months), doing so wilfully and without justification at any stage of delivery or execution.
