Private radio service meaning

What does Private radio service mean?
In UK and Irish legal practice, private radio service describes non‑public radiocommunications used by organisations (including local authorities and private enterprises) for their own operational needs, rather than for offering services to the public. The term is descriptive, not a defined statutory label, and is used across spectrum-licensing and telecoms regulation. It typically covers: Business Radio/Private Mobile Radio (PMR) for industrial, utilities, construction and land transportation uses; fixed point‑to‑point links (microwave); aeronautical and maritime stations operated by private entities; and public safety and local government networks. Amateur radio (licence‑regulated) and citizens’ band/CB (generally licence‑exempt equipment) are often grouped as private/non‑public services, noting that amateur use must be non‑commercial. Key legal features include the need for spectrum authorisation (a Wireless Telegraphy licence or operation in licence‑exempt bands), equipment conformity with Radio Equipment rules, operation only on assigned frequencies and power levels, and obligations to avoid harmful interference. Use cannot be held out as a publicly available electronic communications service without separate authorisation. Regulatory approach is broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland, with Ofcom (UK) and ComReg (Ireland) administering licensing (e.g., Ofcom Business Radio licences; ComReg PMR and fixed link licences).
