What does Radioactive Substances Regulation (RSR) mean?
Radioactive Substances Regulation (RSR) describes the environmental control of keeping and using radioactive material and the accumulation and disposal (including discharges) of radioactive waste. It is not a defined statutory term; practitioners use it to refer to the permitting/authorisation regimes that apply to radioactive substances. In England and Wales, RSR is delivered through the Environmental Permitting (England and Wales) Regulations 2016, Schedule 23, which supersede most relevant provisions of the Radioactive Substances Act 1993. Permits are issued and enforced by the Environment Agency and Natural Resources Wales. In Scotland, the Environmental Authorisations (Scotland) Regulations 2018 create a single authorisation framework administered by SEPA. In Northern Ireland, regulation is largely under the Radioactive Substances Act 1993 and subordinate legislation, enforced by the Northern Ireland Environment Agency. In Ireland, equivalent controls arise under the Radiological Protection Acts and EU Basic Safety Standards, with licensing by the Environmental Protection Agency. Usage of “RSR” is broadly UK‑focused and less common in Ireland.
