What does RCC-E mean?
RCC-E describes a widely used technical code, often incorporated into nuclear construction and supply contracts, that sets detailed requirements for the design and construction of electrical and instrumentation and control equipment within the nuclear island of pressurised water reactors (notably EPR projects). Published by AFCEN (the French Association for Design, Construction and In‑Service Inspection Rules for Nuclear Island Components), it covers classification, equipment qualification (including seismic, EMC and environmental), procurement, installation, testing and maintenance. It is not defined in UK or Irish legislation or case law and has no statutory force. In England & Wales, Scotland and Northern Ireland, it is commonly used in EPC contracts, specifications and quality plans, and may support the licensee’s safety case to the ONR when demonstrating good engineering practice. Usage is broadly consistent across these jurisdictions. In Ireland, its relevance is typically contractual for suppliers into UK/EU nuclear projects. Key drafting points include: specifying the RCC‑E edition/year; managing departures and interfaces with IEC/IEEE standards; allocating design and verification responsibility; evidencing qualification and certification; and addressing governing language/translation. RCC‑E compliance is usually tied to warranties, acceptance testing and change control, but does not itself confer regulatory approval.
