What does RSRL mean?
RSRL means research sites restoration Limited, the former site licence company responsible for decommissioning and clean-up at the Harwell (Oxfordshire) and Winfrith (Dorset) nuclear research sites. In practice, the term appears in legacy contracts, procurement documents, licences, warranties and regulatory correspondence within the UK Nuclear Decommissioning Authority (NDA) estate. It is not a statutory definition, but a corporate name used in the context of the nuclear site licensing regime under the Nuclear Installations Act 1965, overseen by the Office for Nuclear Regulation (ONR). The Harwell and Winfrith sites are now operated within Magnox Ltd, and RSRL’s role for those sites has been taken over by Magnox Ltd as the successor site licence company. Where RSRL is named as contracting counterparty or licensee, practitioners should verify successor arrangements (for example, novation, assignment or statutory transfer) and confirm responsibility for ongoing obligations, indemnities and environmental permits. Usage is consistent across England & Wales and Scotland (ONR’s jurisdiction is Great Britain); Northern Ireland and Ireland have no licensed nuclear sites, but references may appear in cross-border supply contracts.
