Services Output Specification meaning

What does Services Output Specification mean?
A services output specification is the contract schedule in PFI/pf2, PPP and DBFM projects that states, in measurable terms, the service outcomes the private partner must deliver (for example, facilities management, helpdesk, cleaning, security and maintenance) over the concession period. It focuses on outputs and performance standards rather than prescribing methods. The term is not defined in legislation or case law; it is a widely used contracting expression drawn from government guidance and standard forms. Under PF2, HM Treasury published a standard form Services Output Specification to be adapted for sector‑specific requirements (such as schools, health and justice). Although no new PF2 projects are being procured, this standard remains relevant to legacy contracts and as a benchmark in practice. Key features include: clear performance metrics and KPIs; availability and service level requirements; response and rectification times; interface with the payment mechanism (including performance and availability deductions); monitoring, reporting and audit rights; and lifecycle/maintenance outcomes. It is typically read with the Authority’s Requirements and the contractor’s method statements. Abandon Describes a situation where the contractor halts performing the works for an extended, uninterrupted span of days (eg 20 business days) or for a greater aggregate of non-consecutive days (eg 60 business days) across the project’s duration or within a stated timeframe (eg 12 months), doing so wilfully and without justification at any stage of delivery or execution.
