What does SIOI mean?
A Station Item Operating Instruction (SIOI) is an asset‑specific operating procedure used in the railway station environment. It sets out, in plain steps, how a particular station item (for example, gatelines, lifts, escalators, fire and alarm systems, pumps, CCTV or plant) must be operated, isolated, inspected and maintained, and how incidents are to be escalated, to ensure safe and legally compliant station operations. In practice, SIOIs sit within station operating manuals and safety management systems and are commonly referenced or incorporated by contract, lease or licence between the station facility owner, the infrastructure manager (for example, Network Rail), train operators and contractors. They help demonstrate compliance with health and safety duties (including the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999 and, in the rail context, ROGS), and are frequently reviewed in audits, incident investigations and due diligence. SIOI is not a term defined in legislation or case law; it is an industry expression used across the rail sector.
