What does Sustainable and Smart Mobility Strategy mean?
In legal practice, “Sustainable and Smart Mobility Strategy” describes the European Commission’s 2020 policy framework for decarbonising and digitalising EU transport. It is not a statutory definition, but a descriptive policy label frequently referenced across EU transport, energy and procurement law. Adopted in December 2020 as part of the European Green Deal, with an Action Plan of 82 initiatives scheduled mainly for 2021–2025, the Strategy underpins subsequent EU measures such as the Alternative Fuels Infrastructure Regulation, ReFuelEU Aviation, FuelEU Maritime, the extension of the EU ETS to maritime and the revision of TEN‑T rules, alongside initiatives on intelligent transport systems and mobility data. It targets a climate‑neutral, smart and resilient transport system by 2050, with interim 2030/2035 milestones. Jurisdictional relevance: - Ireland: directly informs national legislation, planning and access to EU funding/programmes. - England & Wales and Scotland: not binding post‑Brexit, but highly relevant for market access to the EU, product conformity, cross‑border procurement, financing and ESG disclosures. - Northern Ireland: limited indirect effects under the Windsor Framework where EU goods standards and market access are engaged.
