Zero Carbon Housing meaning

What does Zero Carbon Housing mean?
In legal practice, Zero Carbon Housing describes a dwelling whose annual operational energy use results in net zero carbon emissions, achieved mainly through very low energy demand and on-site (or nearby) renewable generation with any residual emissions credibly offset. It is not defined in UK or Irish legislation or building regulations; it is a descriptive term used in planning policy, planning obligations (e.g. section 106/s75) and planning conditions, procurement and development agreements. Historically many documents equated it with Level 6 of the Code for Sustainable Homes, now withdrawn. Where legacy drafting cites Level 6, parties usually treat that as the benchmark or name a successor or equivalent standard in the contract or condition. Key legal features/drafting points: define scope (regulated and unregulated energy; whether embodied carbon is included), the calculation method and grid factors, any offsets, and the evidence and certification required (e.g. SAP/SBEM, EPC, Passivhaus, UKGBC Net Zero Operational Energy). Usage is broadly consistent across England & Wales, Scotland, Northern Ireland and Ireland. None mandate “zero carbon” homes under current Building Regulations/Standards; England’s Future Homes Standard will tighten Part L, and Ireland mandates NZEB, but neither is itself a zero‑carbon requirement.
