Firms that cooperated but were not in the sample will face a countervailing duty of 21.3%, while all other non-cooperating producers will be hit with 36.3%. US carmaker Tesla’s Shanghai plant, examined separately by EU investigators, is assigned the lowest duty at 9%, the document states.
