Tax update spring 2025—Tax analysis

On 28 April 2025, the government unveiled a package of technical tax policy proposals aimed at simplifying and reforming the tax system and improving tax administration. The package comprised draft legislation, new consultations, various technical papers and responses to consultations, together with updates on previously announced measures alongside the fresh initiatives. The update includes the Consultation outcome on the 2023 consultation titled ‘Modernisation of the Stamp Taxes on Shares Framework’. In it, the government confirms that, in 2027, it intends to replace stamp duty and stamp duty reserve tax (SDRT) with a single, self-assessed tax on securities, broadly in line with the proposals set out in the 2023 consultation document.
