Air emissions and climate change

The House of Lords European Affairs Committee has sent a letter to the Cabinet Office concerning planned UK–EU talks on establishing a common sanitary and phytosanitary (SPS) area and on connecting the respective emissions trading systems (ETS). The Committee asks for clarity on: Parliament’s scrutiny of any dynamic alignment; the negotiation schedule and anticipated go‑live dates; and the scale of UK financial contributions to the relevant EU agencies and systems. It also seeks an explanation of how a UK–EU ETS linkage would operate alongside the EU Carbon Border Adjustment Mechanism (EU CBAM) and the UK CBAM, with potential commencements in 2026 or 2027.
