PECR 2003 reform—rules relating to electronic marketing and cookies in the UK

The Data (Use and Access) Act 2025 (DUAA 2025), which received Royal Assent in June 2025, introduces a suite of amendments to the Privacy and Electronic Communications (EC Directive) Regulations 2003 (PECR 2003), SI 2003/2426. The updates address fines, cookie provisions and breach notification timeframes, and also import the Data Protection Act 2018 definition of direct marketing.
