MHCLG publishes English Devolution White Paper

The Ministry of Housing, Communities and Local Government (MHCLG) has released the English Devolution White Paper, ‘Power and Partnership: Foundations for Growth’, setting out the government’s plan to widen and deepen devolution across England. Key proposals include universal coverage of Strategic Authorities; a new statutory Devolution Framework clarifying roles and responsibilities at each tier; Integrated Settlements for established mayoral authorities; and stronger development management powers for mayors covering housing, planning, transport and skills. These powers would include the ability to call in planning applications of strategic significance, alongside introducing a ‘Mayoral Levy’ so that new developments contribute to the infrastructure they need. The policy paper also signals local government reorganisation and changes to funding and accountability.
