Trusteeship and scheme governance

DWP opens consultation to enhance pension scheme trusteeship, governance and administration

The Department for Work and Pensions (DWP) has begun a consultation to raise standards of trusteeship, governance and administration for trust-based pension schemes, running until 6 March 2026. Key proposals include:

  • Compulsory accreditation for professional trustees, under centrally determined standards
  • Steps to boost the diversity of trustee boards
  • Possible regulatory oversight of pension scheme administrators by the Pensions Regulator (TPR)

The consultation also considers establishing a public trustee framework for schemes needing trustee replacement and potentially introducing a statutory directory of trustees...

It operates to stay proceedings on terms that have been agreed. The provisions contained in the schedule may remain confidential.
