Planning policy

The Ministry of Housing, Communities and Local Government (MHCLG) has released its reply to the July 2023 consultation on delivering plan-making reforms under the Levelling-up and Regeneration Act 2023 (LURA 2023). MHCLG states it will advance with many original proposals and stays focused on cutting the time to prepare a local plan—from an average seven years to a 30‑month schedule—while also securing universal plan coverage. MHCLG has also launched a consolidated page, ‘Create or update a local plan’, offering materials for local planning authorities (LPAs) preparing local plans. These tools reflect the prevailing planning policy and legal framework and signpost relevant parts of Planning Practice Guidance and the National Planning Policy Framework, alongside other plan‑making resources. This Practice Note This Practice Note reviews mechanisms used in settling litigation. A Tomlin order consists of a consent order paired with a schedule. It operates to stay proceedings on terms that have been agreed. The provisions contained in the schedule may remain confidential. This Practice Note describes the scope of confidentiality attaching to the schedule and sets out how it differs from a standard consent order.
