What does Community infrastructure levy mean? A statutory developer contribution used in practice to fund local infrastructure from new development. Under the Planning Act 2008 and the Community Infrastructure Levy Regulations 2010 (as amended), charging authorities in England and Wales may (but are not obliged to) adopt a charging schedule with per square metre (sqm) rates. Liability is calculated by reference to the rate in force when planning permission first permits development and is generally payable on commencement.
